SPT People and Place Programme Community Fund 2025/26

The People and Place Programme Community Fund is a grant fund scheme supported by Transport Scotland’s People and Place Programme. The Community Fund is intended to support existing and new community groups working to influence active and sustainable travel behaviour change through localised projects and supports the same key themes and remit as the wider People and Place Programme. Community Organisations delivering smaller projects (£5,000 - £50,000) at a community level can apply for funding through the Community Fund.

An application process ran March-April 2025 to determine organisations being grant funded through the Community Fund over 2025/26.

The 2025/26 Community Fund Programme is currently underway, with 24 projects being delivered across the SPT region, totalling nearly £450,000

Project summary:
Facilitating improved and expanded storage and bike refurbishment facilities for community bike distribution, removing socio-economic barriers to active travel. The project will provide activity and skill gain for individuals in recovery journeys. SPT funding will support new storage and repair infrastructure through capital funding.

Project summary:
Offering accessible, affordable and sustainable transport solutions through bike recycling, repairs, adaptive cycling, and e-bike loans to improve transport access and community engagement. SPT funding will support the continued capacity and capability through staff costs to deliver meaningful behaviour change rides and bike repair services.

Project summary:
Supporting minority communities through bike borrowing, training, and group rides to overcome cultural and financial barriers. SPT funding will support the purchase of new bikes to use in programme delivery.

Project summary:
This project will increase bike ownership and deliver biweekly sessions for New Scots, with one session focusing on language and understanding for speakers of other languages and the second session offering practical cycling lessons to build skills and confidence. SPT funding will support the purchase of bikes locks and lights for project delivery.

Project summary:
Providing cycle training and maintenance for young people, with a focus on sustainability through apprenticeships. SPT funding will support the purchase of a cycle shelter and lighting to facilitate project delivery.

Project summary:
This project aims to improve cycling awareness, confidence, and skills among three target groups: elderly, employees commuting, and people suffering from infirmities, making active travel accessible for all. SPT funding will support the purchase of additional adaptive cycling infrastructure to continue to make cycling accessible for all at Clyde Cycle Park.

Project summary:
Cycling Without Age Scotland (CWAS) works nationwide, providing rides in pioneering e-bike Trishaws that improve the mental and physical wellbeing, predominantly the elderly, who face mobility challenges and/or are lonely/isolated. SPT funding will support the refurbishment of existing trishaws and the purchase of safe and secure storage at the new CWAS location in Beith.

Project summary:
Supporting families with young children in deprived areas to build confidence in walking and cycling. SPT funding will support the staff and material costs to facilitate project delivery.

Project summary:
Cycling training opportunities for women in custody, with post-custody support including cycle mentorship and ex-prisoners cycling group. SPT funding will support the purchase of additional bikes to allow the programme to expand its capacity, as well as supporting the continued delivery of the programme through staff costs.

Enhancing the Bike Bus Initiative with training and engagement activities for low-income students. SPT funding will support the continued delivery of bike repair and bike bus services to primary school children across the area and reducing barriers to active travel.

Project summary:
Upgrading zero-emission transport options, including e-bike hire and car share schemes, to reduce transport inequality. SPT funding will support the purchase of an additional newer LEV to add to LEAP’s car club fleet.

Project summary:
This project will install a bike shelter to provide a safe storage area for children’s and visitors bikes when they attend the rugby club for training, games, and social occasions. SPT funding will support the purchase and installation of cycle storage infrastructure to give juniors and the wider club access to safe and secure cycle parking during training and match days.

Project summary:
Multi-strand project piloting indoor bike storage for SMEs/CICs, introducing a fleet of bikes (including e-bikes), and leading youth rides to promote city-wide cycling. SPT funding will support the construction and design of a new office base as well as the purchase of bikes and equipment to facilitate project delivery.

The project at Knightswood BMX track will support active travel by encouraging urban sports, such as skating and BMX. It combines training, community engagement, and infrastructure improvements to make active travel safer, accessible and enjoyable. SPT funding will support the purchase of new BMX ramps, skateboards and signage.

Project summary:
Expansion of adaptive cycling provision for individuals with mental and physical disabilities through new specialist bikes. Located near areas of high deprivation. SPT funding will support the purchase of new adaptive cycling infrastructure to continue to support the promotion of uptake in cycling at NHS Leverndale that is safe and accessible for patients and service users.

Delivery of urban sports sessions (Skateboarding, BMX, Scootering) for S1–S3 pupils at the Riverside Museum skatepark. Aims to connect young people with city spaces and promote active travel. SPT funding will support the expansion of the Loading Bay’s project by funding a LEV hybrid minibus to widen access to their programme.

Engaging 32 school communities in Glasgow and Edinburgh to promote active travel through education packs, peer talks, and a buddy system. Focussing on areas of high deprivation, where parents have identified barriers to active travel. Project summary:
Creation of a bike reuse and redistribution hub, using existing infrastructure and partnerships to refurbish and distribute bikes to local communities. SPT funding will support workshop set up costs and infrastructure as well as well as Velotech training and Gear Up advisory training.

Delivery of four 12-week programmes and mental health literacy talks across Glasgow to promote the mental wellbeing benefits of active travel. Targeting communities in high deprivation areas. SPT funding will support staff and material costs associated with project delivery.

Project summary:
Support for bike reuse projects in Helensburgh and Inverclyde to develop sustainable business models through workshops and action planning. Aims to increase access to bikes in deprived areas. SPT funding will support staff and material costs associated with project delivery.

Project summary:
Enhancing cycling facilities at a community hub through secure bike storage, refurbished showers, lockers, and a free bike hire service. Includes staff training in bike maintenance. SPT funding will support the installation of cycle storage, additional bikes for a lend a bike scheme, as well as improved changing facilities and signage for the Circle.

Project summary:
Establishment of a dedicated cycling hub at the Geoff Shaw Community Centre, including new bikes, storage, and a part-time project manager. Serves areas of high deprivation in Glasgow. SPT funding will support the purchase of bikes, locks and storage.  

How to Apply

Applications for 2025/26 are now closed and the fund is currently fully subscribed. The delivery of the People and Place Programme Community Fund for 2026/27 is currently subject to confirmation of funding from Transport Scotland. Following this, applications will open early 2026 and can be accessed below.

The fund is open to:

  • community groups
  • voluntary organisations
  • registered charities
  • social enterprises
  • community benefit societies
  • community interest companies (CICs).

Note that this fund is not open to Local Authorities, other public bodies, or businesses. Organisations funded either directly or indirectly through the wider SPT People and Place Programme are also ineligible to apply.

Projects must be working to support sustainable and active travel behaviour change within the SPT region.
