Strathclyde Partnership For Transport Regional Transport Strategy

SPT and our partners are preparing a new Regional Transport Strategy, or RTS, for the Strathclyde area. The RTS will set out a new long term vision for an improved transport system to underpin a more sustainable and growing economy, enable a healthier and more inclusive society and reduce the impact of transport on the environment. The new RTS will be developed through an objective-led process in line with Scottish Transport Appraisal Guidance (STAG), drawing upon a wide range of evidence and experiences to achieve a shared approach to delivering our transport future.

During the two and a half years it takes to prepare the RTS, we'll be working with partners and stakeholders and listening to members of the public in order to gather new evidence, set new regional objectives for transport and to achieve a more connected, accessible and green future for everyone.

Preparing the Strategy

The new Regional Transport Strategy will be developed in line with the Scottish Transport Appraisal Guidance and the Guidance on Regional Transport Strategies for Regional Transport Partnerships. The RTS will be developed over four main stages and SPT has engaged Peter Brett Associates to support us to deliver the new RTS. You can find out more about the four main stages of the strategy development below:


During this stage, we will:
  • Set out the transport-related issues, challenges, opportunities and constraints for the region through analysis of data, review of policies and plans, and engagement with partners, stakeholders and members of the public.
  • Begin to develop a new strategic framework including shared regional objectives for transport.
  • Have a formal consultation on the findings from this stage.

During this stage, we will:
  • Begin to develop the range of options to achieve the new objectives, in light of the findings from the Issues and Objectives stage.
  • Have a short formal consultation on the findings from this stage.

During this stage, we will:
  • Undertake the preliminary and detailed appraisal of options and develop the recommended Strategy.

During this stage, we will:
  • Deliver the new Regional Transport Strategy, after a final consultation on the recommended Strategy.
