2. Strathclyde Partnership for Transport

2.1 Background

Strathclyde Partnership for Transport is one of seven regional transport partnerships covering all of Scotland set up under the Transport (Scotland) Act 2005 for the purposes of preparing a statutory regional transport strategy for their area. The other regional transport partnerships are:

  • The South West of Scotland Regional Transport Partnership;
  • The South East of Scotland Regional Transport Partnership;
  • Central and Tay Regional Transport Partnership;
  • North East of Scotland Regional Transport Partnership;
  • Highlands and Islands Regional Transport Partnership; and
  • Shetland Regional Transport Partnership.

2.2 Strathclyde Partnership for Transport

Strathclyde Partnership for Transport covers west central Scotland as shown in figure 1 below.

Strathclyde Partnership for Transport comprises of 20 Councillor members who are nominated by the constituent councils. The numbers of members from each council area are as follows:

As well as the elected members, Strathclyde Partnership for Transport must also have between seven and nine members who are appointed initially by the Scottish Ministers and after 2007 by the Partnership itself.

Strathclyde Partnership for Transport is responsible for forming policies in relation to transport, strategies for transport, the implementation of those strategies and the direct delivery of transport services for over 40% of Scotland’s population.

It took over the functions of Strathclyde Passenger Transport Authority, Strathclyde Passenger Transport Executive and WESTRANS on 1 April 2006.

Strathclyde Partnership for Transport runs the Subway, the Renfrew-Yoker ferry, bus stations (Buchanan, East Kilbride and Hamilton) and contracts with bus companies to deliver the Ring'n'Ride and Dial-a-Bus service. It also invests in improvements to the rail network and development of rail infrastructure such as the Larkhall-Milngavie line and the Glasgow Airport Rail Link.

On top of all that, we also subsidise approximately 150 bus services, covering areas where it would not be commercially viable for a private company to operate. Strathclyde Partnership for Transport also administers a number of ticketing schemes including ZoneCard and Daytripper amongst others all of which helps us "join up journeys".
